from the data security perspective, premium capacity could share to anyone (free end user), and assign role as "Viewer only". https://docs.microsoft.com/en-us/power-bi/consumer/end-user-features https://docs.microsoft.com/en-us/power-bi/service-premium-what-is http://docs.microsoft.com/en-us/power-bi/admin/service-admin-premium-manage

How does Power BI Premium and dedicated capacity help with the issue of "sensitive data"? We can now share the report with external users, but how does this solution maintain the sensitivity of data?

It's the first step. You have to have it before you go any further. It's part of the solution.

It meets this part of the problem: You need to ensure that you can embed the report into a custom application that will be accessed by external users.

Still not secure for external users. Power BI Premium doesn't inherently provide security - need Azure Information Protection or MS Cloud App Security for public data

With Power BI Premium, you get dedicated capacities. In contrast to a shared capacity where workloads run on computational resources shared with other customers, a dedicated capacity is for exclusive use by an organization. It's isolated with dedicated computational resources, which provide dependable and consistent performance for hosted content. https://docs.microsoft.com/en-us/power-bi/service-premium-what-is
