Given answer is correct. RMSE of zero means perfect prediction, so we aim for a RMSE score very close to zero. R-Sqaured for Linear Regression or Adjusted R-Squared for multiple regression close to 1 or 100% indicates that the features used are good for explaining the variability in the dependent variable.
