A is correct for sure.
1. Base field is Actual Value such as Fx(Sales) created by a measure.
2. Target Value is Goal/Standard Value which could be a Measure (like [Year abc Sales]*1.1 or *1.5) or a Absolute Value depends on user needs.
We cannot change actual sales “base field”(it happened in a real world, why we change it?), we only change standard for performance evaluation, so we change the Target/Standard Measure which should be [past year Sales amount]*1.15 here.
A. Biggest reason though despite all the comments before me - we're wanting to modify the Goal (ie: the Target value), whereas the Base value is effective the current/input value to the KPI.
I need to go with A also. Look at the single reference given in the answer. It actually says to go to the Calculation Area and "right-click" the measure.

In the Calculation Area, right-click the measure that serves as the base measure (value) of the KPI, and then click Edit KPI Settings.
I agree with everyone else on here… It does not seem that we can change the base value on the KPI window in the Power Pivot Window ! Hence A is the correct answer

In addition , The Measure is the same name used in the user interface, in Excel 2013, which uses the term “calculated field” instead of “measures”
