They should add "Form Recognizer" as option as this is perfect for receipt reading: https://azure.microsoft.com/en-us/services/cognitive-services/form-recognizer/

They have written handwritten as well, so form recognizer might not be the right model.

Form recognizer is correct answer, but with given set of options here the best suitable one is OCR. So, D. OCR is correct here.
