https://docs.microsoft.com/en-us/dynamics365/fin-ops-core/fin-ops/get-started/create-alerts I do not see an option to "Enable" change alert, so answers seem to be correct

because initially the frequency of alerts was one per 10 min after update it became one per 2 hours. So the manager can consider that he is not get alers (within reasonable period of time). So the solution could be increase frequency.
