Agree, approval process is a workflow element, approval step is part of this process but isn't stated as an workflow element. And indeed participant is better answer than user.

I agree with this since it says "Credits can be entered by any of the four finance resources assigned the Credits and Refunds security role." and a refund would be a credit back.

The question is unclear abhout which flow we are answering on. It states that it wants us to answer regarding the initialization of a refund, not the excalation process if it isn't approved within 4 days. The given answers are correct if the question concerns the latter: Approval not made (approval steps), then escalate to the controller (user) and the account representative (also seems like an user).

But the initialization would be an approval process, and then the 4 approvers (participants), with excalation if they don't approve within 4 days.
