if the lease duration is too long then all of the leases get eaten up. The fact that the IP addresses are 169.x.x.x means they are internal or windows self signing addresses

You want to change lease duration to about a day for this. If a guest from 6 days ago still has a lease, and you have 20 guests a day. Then you would need 120 ips before they clear out... The answer is correct.

Answer is C. Default lease period on a scope is 8 days. If they have on average, 20 different computers a day, it wouldn't take long before all 100 addresses got used up, 5 days, to be precise. Shortening the lease duration to something like 1 day would resolve this issue

I think this question is similar to the one below and the suggested answer for me is D because the answer is related to “modify the lease duration”. My problem with this question is that it says "SOME computers". If the addresses in the scope are exhausted, all new computers connected to the network will not obtain IPs, only the ones that have a lease already. Given that computers coming to the network are RARELY the same, if the problem is with lease duration, not only SOME computers will have the issue of not getting an IP, but MOST computers. Regardless, that is the most plausible option, but how they framed it is wrong!

Correct Answer C. Since the computers are in a transit zone, no need to give along lease duration, and from the answers, answer C is the best suited for the situation.

The question states: There are never more than 20 client computers on Subnet1 simultaneously; however, the computers that connect to Subnet1 are rarely the same computers. Shorten (modify) the lease duration if the computers on subnet1 are rarely the same! You will have more lease available!

the statement is the computers connnect to the DHCP server is rarely the same, which mean the DHCP server could hold the lease for more than the time its need for example 8 days, so shorten the lease time will take care the issue. example 4 days which is 4*20 *80 the dhcp have 100 addresses that would take care the problem

Doesnt make sense "You discover that SOME client computers are unable to access the network. The computers that have the issue have IP addresses in the range of 169.254.0.0/16." suggests that other client computers not on that IP range are fine..

Address in the range 169.254.x.x is an APIPA address, which is an special address that Windows assign to the device when the device cannot require an IP address from DHCP.

why C? it states that the computers are rarely the same, so it cannot be the lease duration...

The lease duration must now be very high, which means that the devices who get an IP keep it for a long time. Even though the computer might not be used, the IP remains leased.
