delete embedded code just solve the past problem, he might publish more, then we should block him to publish more later.

A and B can both prevent the visualization from being published to a blog. The difference between the two options is that if the functionality publish to web is disabled the entire organization is forced not to publish to a blog. The way the question is formulated seems more appropriate to choose to delete the embedded codes of the specific visualizations meant to be kept private. Use Publish to web only to share content publicly, not for internal sharing. 1. Manage the embedded code: https://docs.microsoft.com/en-us/power-bi/collaborate-share/service-publish-to-web#manage-embed-codes 2. and configure the setting about admin portal to enable/disable entire embedded code or specific group/people https://docs.microsoft.com/en-us/power-bi/admin/service-admin-portal#publish-to-web a little bit ambiguous. I go with B.

Answer is B. "Once you create a Publish to web embed code, you can manage your codes from the Settings menu in Power BI. Managing embed codes includes the ability to remove the destination visual or report for a code (rendering the embed code unusable), or getting the embed code."

I think it's B. The question is focused on specific visuals. The only way to do that is through the deletion of embed codes. If the question was focused on preventing the developer from publishing embed codes, then I would choose A. It doesn't say anything about preventing the developer from publishing in the future either.

There is no option in Power BI Setting to delete the embedded codes. it is in the Power BI Admin so the B is not Correct. A is correct.

You need to prevent the visualizations from being published to the blog was the request. So A is the logical option because it disables the current sensitive visualizations from being viewed in the blog and PREVENTS the Analyst from publishing it again. I would also do B just to be sure. From a business standpoint NO EMPLOYEE should be publishing ANY COMPANY DATA to anything external without permission of the Admin who OWNS the POWER BI process. This is a high security risk which needs to be dealt with.

There is absolutely no security when you use the Publish To Web feature. There is no authentication when viewing the report.

B can't be correct because embed codes can only be deleted from the Admin Portal, not from the Power BI settings. Furthermore, if the codes were just deleted, the user could publish again. A is the only choice. The Publish to web setting can be used on specific users or groups, thus not affecting the current settings and current embedded content for the rest of the organization.
