If you are from Power BI service, you should go to "Edit Workspace"; If you are from Office Admin Center, you should go to "Expand Navigation Menu" -> Groups.

It doesn’t say change the members it says manage. Does manage mean the ability to change users or simply monitor them?

This is absolutely crazy. Usage metrics is used for monitoring Power BI usage for your organization, why on the earth this is relevant? If you really want to use Power BI Admin portal, you may use Users, but which eventually link you to Microsoft 365 admin center. https://docs.microsoft.com/en-us/power-bi/service-admin-portal#users

C works. D only works only if you are assigned as Power BI admin, and then you could see all the options under "admin portal", otherwise, nothing shown there except for "Capacity setting". https://www.youtube.com/watch?v=bjERMKH2blw&t=350s before 7min: if you are a admin of power BI. after 7min: if you are not a admin of power BI.

The answer should be D. It is a new feature under Tenant Settings in Power BI Service.

I am so confused... the Reference states this: In Power BI you can: Add or remove workspace members, including making a workspace member an admin. Edit the workspace name. Delete the workspace, which also deletes the Microsoft 365 group. In Microsoft 365 you can: Add or remove your workspace's group members, including making a member an owner. Edit the group name, image, description, and other settings. See the group email address. Delete the group.

C correct. For example i use groups in assigning access to my workspace. I can go to admin center to remove or add people to that group.
