I believe the answer is correct here as the requirement is for remote users only. If you run command as per B then doesn't that block offline for all users (internal/external)?

Me again.. lol. The command in B has a typo Set-OW(missing a)MailboxPolicy. Should be Set-OWAMailboxPolicy. Then does that mean C is the next possible solution as the command in B won't work? Sorry, just trying to get my head around this. :)

I believe "C" is correct. It states they want to block "offline" access which can be controlled by the Edge server. Internally OWA would be accessible.

Edge Transport has nothing to do with client access as per TripletCaptain post. "B" it is.

I misunderstood the question and I would like to correct myself. "B" is the correct answer. Set-OWAMailboxPolicy can work on both on-premise and the cloud. Set-OWAVirtualDirectory can only be used on-premise.

The edge transport server has nothing to do with OWA client access (or any other client access) - the operative term here is "TRANSPORT".
