Server groups are necessary only when you want to forward connection requests to other NPA or RADIUS servers.

. . Explanation/Reference: An NPS is actually a RADIUS server, it has to be defined with RADIUS Client's IP address with Shared Secret and Network Policy in order to accept authentication requests from a specific RADIUS client. A Wireless Access Point could be configured as a RADIUS Client to sent authentication requests to pre-configured RADIUS Server (NPS). . . .

I understand why WPA2-Enterprise requires RADIUS authentication. The following reference says that WPA2-Enterprise requires RADIUS authentication. https://en.wikipedia.org/wiki/Wi-Fi_Protected_Access

Howerver the question says that "What should you do on the NPS server?." A is "Add RADIUS clients and configure network policies." Is "Add RADIUS clients" operation on NPS server?

A network policy is necessary to provide authentication. Regarding the connection request policy there's a default one in place: "The default connection request policy uses NPS as a RADIUS server and processes all authentication requests locally." https://docs.microsoft.com/en-us/windows-server/networking/technologies/nps/nps-crp-configure
