Correct. AttestationSubStatus data would be present if there was an issue - such as SecureBoot settings not being enabled.

I'm in a similar boat here. The best that I can figure, TPM Attestation mode is what's needed for Shielding VMs, but it otherwise, by no means, mandates that all VMs from that host have to be shielded. If I'm right on this, I guess it's a good distinction for Microsoft to be making, especially since "shielded only" is not an answer choice.
