there isn't an option to Keep Duplicates, so NO

The option exists. It is Keep Rows > Keep Duplicates, under Reduce Rows (Home ribbon). But NO is the correct answer. TESTED. "Keep duplicates" keeps duplicate rows for the selected columns. Only one row is kept per duplicate group. If you select UserName and Location columns nothing will be kept, so answer is definitely NO
