Its C. Azure Performance Diagnostics VM Extension helps collect performance diagnostic data from Windows VMs. The extension performs analysis, and provides a report of findings and recommendations to identify and resolve performance issues on the virtual machine. I think Advanced Performance Analysis is only supported on Windows VMs. The question did not say that OS the VM is running. Kind of a bad question.

C is correct, but just for the sake of being prepared for slightly different questions ... A, B and D are not nonsense and may be correct in other circumstances. They allow network monitoring on many levels (packets received, sent, errors etc.). Just not network tracing.

performance diagnostics is to detect performance issues related with high CPU usage, disk space or memory. The right answer should be B "Go to Monitoring Section > Diagnostic Settings > enable Performance counters."

Ideally should be Packet Capture from Azure Network Watcher. The given link says network capture is only available for File Analysis and not VMs.
