I think the order could be: 1) From Power Bi Desktop, create a report 2) From Power Bi Desktop, add data source 3) From Power Bi Desktop, publish the report to the Power Bi service

This should be the same order as provided but from powerbi.com

the answers with PowerBI say "Publish to Web" which is not a part of you plan to do. Furthermore you must ensure that the user can edit the report in PowerBI Desktop. So I go with the given answer

Also you need to make sure user can edit the report from Desktop app - it cannot be done if report was created in a service: https://docs.microsoft.com/en-us/power-bi/service-export-to-pbix
