Requirement is 'Ensure that all the former Brussels office users always maintain access to hosted voicemail.' Migrating them to 2019 in main office will UM-disable them. New 2016 server in main office is probably most straightforward solution. https://practical365.com/exchange-server/goodbye-unified-messaging-what-now/

I think it's B (Deploy a Microsoft Skype for Business 2019 server to the main office, and then move the mailboxes from the Brussels office to an Exchange Server 2019 server in the main office.) The reason is that a lower version of Exchange cannot be installed ones you install a higher version.

agree. from the planned change: Close the Brussels office and move all the users in the Brussels office to the main office. All the mailboxes in the Brussels office will be moved to a server in the main office. so no more Exchange 2016 there. only the 2019 in the main office.

Sfb does not provide VoiceMail functionality. It should be A. Deploy Exch 2016 in main office and then move mailboxes.

I agree. Partial feature set of UM services provided by EX2016 are available via 'Cloud Hosted Voicemail'. https://docs.microsoft.com/en-us/skypeforbusiness/hybrid/plan-cloud-voicemail . SfB 2019 server is a requirement though. Since the goal is to maintain 'hosted voicemail' functionality and move all of the mailboxes from EX2016 to the server in the main office, 'B' seems to be the right answer. Even it may seem like the least preffereed solution...

A is the Answer - B Cannot be the answer as UM is Deprecated with Exchange 2019 - Exchange 2016 server is required to host UM Functionality

It has to be B. If you also consider that answer C is included in answer B, how can B be incorrect?

The answer is B. Deploy SfB on prem to facilitate Cloud Voicemail. Trust me.
