The reason is that a lower version of Exchange cannot be installed ones you install a higher version.
agree. from the planned change: Close the Brussels office and move all the users in the Brussels office to the main office. All the mailboxes in the Brussels office will be moved to a server in the main office.
so no more Exchange 2016 there. only the 2019 in the main office.
I agree. Partial feature set of UM services provided by EX2016 are available via 'Cloud Hosted Voicemail'. https://docs.microsoft.com/en-us/skypeforbusiness/hybrid/plan-cloud-voicemail . SfB 2019 server is a requirement though.
Since the goal is to maintain 'hosted voicemail' functionality and move all of the mailboxes from EX2016 to the server in the main office, 'B' seems to be the right answer. Even it may seem like the least preffereed solution...
The answer is B. Deploy SfB on prem to facilitate Cloud Voicemail. Trust me.
