I am not sure why some read way too much into a simple question as this. "A colleague recommends using the archive access tier to store the data" While it doesn't state "which data" (Telemetry, Promotional, or Virtual Machine), the answer to "Archive Tier" is clearly D, 180 days. The question also states that data will be stored in cool or archive tier depending on the access pattern. This is irrelevant to the the Recommendation that was given.

The question is misleading. The question ask which statement describe the recommendation and the recommendation is to use the archive tier. The question could have been also : "How many days the files are kept in an archive tier ?" The answer is D : 180 days

For me the correct answer is A Storage costs will be based on a minimum of 30 days Data in the archive tier can take several hours to retrieve. Data must remain in the archive tier for at least 180 days or be subject to an early deletion charge.

Does not make sense. Data in Cool storage tier should stay for at least 30 days. So if its lifespan is shorter than 30 days, as is the case with Promotional Material, penulties will be incurred because the more expensive storage tier (Hot), should have been used.
