Answer should be B because of proxy.

I agree. In this scenario we should configure mail.fabrikam.com on the New-York site & then configure all branch offices to use $null. This will implement a Cas-To-Cas proxying from NY servers to other Exchange 2016 Servers in remote site. The only other specific site is the London site that may also require an ExternalUrl with the mail.fabrikam.com value. This make sense if the Layer 7 HLB has a GSLB feature in it.
