Renaming a domain-joined computer will also rename the computer account in the domain. To do this, you need domain administrator privileges.

Answer is NO. Domain Users CAN connect up to 10 machine to the domain. The question is if Domain User can RENAME the computer. Only the Domain Administrator can.

Guys please don't create confusion. The question already said that User 1 used User 2 credential for joining to the domain, don't be focused on this point. So, it is asking: You need to ensure that you can rename Computer1 as Computer33. Solution: You use the credentials of User3 on Computer1. Does this meet the goal? YES, because Domain Admins can rename a computer in a domain.

The question asks if user2 (NOT USER3) can rename the PC. Answer is NO. Your comment is on the wrong question I believe (adding confusion).

The computer is NOT in a domain. It is in a Workgroup. So the domain-admin has no rights to change the name unless user3 is added to administrators local group. But that doesn't say it here. Also it doesn't say to add to a domain the question is if a domain-admin can change a computer in a workgroup. So I would say NO
