for failover the secondary should be in different region when compare to primary server

The correct answer is D. I tested this, location can be the same it selects a different availability zone, Server5 is in RG2 which is not configurable, failgroup servers must be in the same RG

I think, Resource groups come into picture here. in Azure it is all about regions. Hence primary and secondary should be in different region, sqlserver2 is incorrect and correct answer is A.
