C is right, PII can be available only for those who are authorized and it can be obtain by sensitivty labels (similar to AIP for documents)

Correct answer : c There are several settings in the Power BI Administrative Portal that can impact access to PII. Click here for a comprehensive list. Correct answer is D, not C In the Power BI service, sensitivity labeling does not affect access to content. Access to content in the service is managed solely by Power BI permissions. While the labels are visible, any associated encryption settings (configured in either the Microsoft 365 security center or the Microsoft 365 compliance center) are not applied. They are applied only to data that leaves the service via a supported export path, such as export to Excel, PowerPoint, or PDF, and download to .pbix

But the question doesn't talk about 'access'. It talks about 'visibility': You need to ensure that when users browse the available dashboards from powerbi.com, they can see which dashboards contain Personally Identifiable In my view, C is the appropriate answer (labels) for visibility of PII.
