I think its B. https://docs.microsoft.com/en-us/power-bi/collaborate-share/service-create-distribute-apps RLS is used to restrict access to data not to layout of the report. Members are allowed to change the report layout.

Does anyone know how the answer is revealed on the main screen? Like who decides it's the right answer? Don't they need to update it with the correct answer? This could be misleading to a lot of folks who don't check the discussion in here

It's B ------------------------------------------------ because: Can't be A , you can't only publish Report without Dataset in import mode. But in Direct Mode they can (with the schema of the Data) https://community.powerbi.com/t5/Service/Only-publish-the-reports-from-Power-BI-Desktop/m-p/433887#M46273 But in the question the didn't mention Direct mode so it's B for me ----------------------------------------- And with restriction modification of Layout it can't be C and D

If anyone wonders if we can have dataset in different workspace than report, yes it is possible. But if a user is added to specific workspace she/he can change the reports. So the only option to prevent from changing the report is app.
