East US, East US. Each NIC attached to a VM must exist in the same location and subscription as the VM. Each NIC must be connected to a VNet that exists in the same Azure location and subscription as the NIC. Since Vnet is created in East US, VM and VM Nic need to be created in East US.

In addiction, you can deploy resources in a RG even if the region is not the same of the RG. The region of the RG only defines the metadata location.

With this kind of questions, you can always completely ignore the regions of the RGs. It's just the region where the metadata of the RG is stored. There is no relation with the resources region. The RG region only matters if ARM templates create resources that copy the location of the RG.

Both are EAST US Virtual network Yes Select the virtual network for the network interface. You can only assign a network interface to a virtual network that exists in the same subscription and location as the network interface. Once a network interface is created, you cannot change the virtual network it is assigned to. The virtual machine you add the network interface to must also exist in the same location and subscription as the network interface.

The answer actually says that VM and NIC must be in the same region.

Oh, I misread it :) .. Of course you can't have VM and NIC in different regions. The answer is wrong. NIC must be where VNET is and where VM is, thus VM and NIC must both be in East US.

East, East The virtual machine you attach a network interface to and the virtual network you connect it to must exist in the same location, also referred to as a region. Select an existing resource group or create one. A network interface can exist in the same, or different resource group, than the virtual machine you attach it to, or the virtual network you connect it to. https://docs.microsoft.com/en-us/azure/virtual-network/virtual-network-network-interface
