two parts of the question - identification of unattached disks and deletion of disks. Identification can be done using advisor and deletion can be done using azure storage explorer or powershell, therefore C is the correct answer.
I don't know which is the right answer at 100% (probably A), the answers are poorly written and none of them make sense.... but something I know (I've just checked) is that the only thing you can configure on Advisor is regarding VM's CPU usage.
The answer D is outdate. Optimizer tab is only available in Cloudyn, which is being replaced by Azure Cost Management. The most appropriated one should be "Cost Management" -> "Advisor recommendations"

Yes agreed "Bonus recommendation: orphaned disks
The power of this solution is that having so valuable historical data in our repository and adding other sources to it will allow us to generate our own custom recommendations as well. One recommendation that easily comes out of the data we have been collecting is a report of orphaned disks". So C makes sense
Advisor cost recommendations talk about unutilized pips. vnets etc, but no disk related recommendation anywhere.
