To do auto-failover, you must have primary and secondary servers in different regions. If you want to failover databases in an elastic pool, then the secondary server must have the same pool name. You can also failover a database that is not part of a pool to a secondary server. So answer is correct: Yes - You can add DB1 (not part of any pool) to failover group. No - You can't add DB3 to the failover group since it is already part of the secondary server and has the same pool name, to provide failover from the primary. No - Primary and secondary servers must be in different regions for auto-failover

The question has issue I found the important tips from https://docs.microsoft.com/en-us/azure/azure-sql/database/elastic-pool-overview You can create multiple pools on a server, but you can't add databases from different servers into the same pool. so that means the POOL1 only have 1 sql server

Pools are per server. But a second server may have a pool with the same name.
