What does subject contain data means? what if the condition for a certain field is 'does not contain data', then

It just means that a mail is recieved and that it might contain data. If that is true then trigger the flow.

I think the correct answer should be configure the workflow to run now because you can't approve a workflow. You can create an approval workflow which can be triggered by a condition met.

By elimination: - There is no action like 'publish' for a workflow - Workflow cannot be called from Power Automate (as far as I know..) - You can schedule a Workflow to run on update of a specific attribute
