According to source cited, given answer is correct: 1. Run Export-ModernPublicFolderStatistics.ps1 2. Run ModerPublicFolderToMailboxMapGenerator.ps1 3. From Exchange Online, create the target public folder mailboxes All of these steps are listed in the document and precede creating the migration batch.
