Correct answer is 'D'. It may seem like the thing you should do 'first' is install and enable agents on the mailbox server(s). But the requirement is to explicitly enable RBL - real time block lists. RBLs are only supported in the 'connection filtering' agent. according to your ref. B should be the correct answer. Content Filter agent: Content filtering agent assigns a spam confidence level (SCL) to each message based on data from legitimate and spam messages. For more information, see Content filtering. Spam quarantine is a component of the Content Filter agent that reduces the risk of losing legitimate messages that are incorrectly classified as spam. Spam quarantine provides a temporary storage location for suspicious messages so an administrator can review the messages. For more information, see Spam quarantine in Exchange Server.

B is correct answer. By default, the anti-spam agents are not installed and hooked into transport service.
