It may seem like the thing you should do 'first' is install and enable agents on the mailbox server(s). But the requirement is to explicitly enable RBL - real time block lists.

B is correct answer. By default, the anti-spam agents are not installed and hooked into transport service. However, by running the script, we can enable the agent with transport service.
