the question states the company ONLY needs general ledger, accounts payable, and accounts receivable functionality - all these belong to Finance so this would be my guess..

Because they only need general ledger, accounts payable, & accounts receivable functionality this may indicate they're a SMALL company so Business Central would suffice. A LARGE company would need a lot more functionality with it's finances I reckon.

For me it is very trick! It is not clear the size of the company, so how can we decide which one to pick: finance or central business!

I think is "Finance", because of consolidation and a rather big company with 2 locations

Having 2 locations in a single city does not determine being a big company, it also indicates that they ONLY need general ledger, accounts payable, and accounts receivable functionality.

Maybe the "manage transactions" is the key here...Finance manages post transaction through AR...not sure though
