And there is a requirement 'Each user or group that has access to Azure must be assessed', while on the screenshot configured 'only specific groups' without anything selected

Users section has a "Everyone" radio button selected and it's not a specific group. "Members of a group" with "everyone" satisfies "Each user or group that has access to Azure must be assessed'. Last section is cutoff so hard to know whether that is the answer.
