answer C. The Default Domain Policy is a correct answer. Explanation/Reference: https://technet.microsoft.com/en-us/library/cc786468(v=ws.10).aspx This password policy configuration is either defined at the domain-level or at any OU that has the member computer within its scope of management. If you define a password policy at an OU by using a GPO and that OU contains computer accounts, the computers that belong to those computer accounts inherit the password policy defined at the OU and apply it to the local users on the server. Which means , domain user accounts are not affected in this case. A is incorrect. Moreover, applying password complexity requirement on each local computer using local policy also affects only local user accounts, B is incorrect. A domain controller does not have any "local policy", D is incorrect. As a normal approach, you should apply "Password Policy", "Kerberos Policy" and "Account Lockout Policy" on the domain level so that domain user accounts will be affected. Answer C is correct.

yes, C is the only correct answer because if you setup the password policy on the domain controller if will only be applied to the Domain Controller Server.
