It's ICMPv4 and not IGMP. Note the G instead of C IGMP is a protocol used by hosts to communicate with multicast routers in order to join or leave multicast groups on a network. It is used to manage multicast traffic on a network, which is traffic that is sent to a group of hosts rather than just one specific destination host.

It's a little confusing, I know. Once and for all, imagine flabezerra and examtopics. flabezerra wants to ping examtopics. flabezerra will send packets and receive response. From this perspective, examtopics was able to RESPOND to flabezerra’s REQUEST because of examtopics own firewall configuration INBOUND Rule > File and Printer Sharing (Echo Request - ICMPv4-IN). Now replace the statement: examtopics needs to ensure that they will RESPOND to ping REQUESTS. Regardless of the default setting for inbound rule for ICMPv4, you need to create, you need to ensure, a rule as the question statement. And the rule to be created must be inbound.

I first thought its outbound role to response to ping requests but i was wrong. Given ans is correct. See here - https://kb.iu.edu/d/aopy or https://www.howtogeek.com/howto/windows-vista/allow-pings-icmp-echo-request-through-your-windows-vista-firewall/

ICMP is always open for outbound traffic, if you specially didn't close it.
