I do believe that enabling archive in hybrid environment is only possible from onprem side.

ok in a hybrid environment you cannot activate archive on o365 for both type of mailbox, local or remote. you need to use the exchange admin center of your on premise server to do that job. ref: https://docs.microsoft.com/en-us/exchange/hybrid-deployment/create-cloud-based-archive and http://cloudexchangers.com/enable-archive-mailbox-in-exchange-hybrid/ both need to use EAC

Yup. 100% correct. This is because the msExch attributes are synced from on-premises and EXO cannot write those attributes unless the Azure account is Cloud Mastered and not DirSync'd, which would be absolutely stupid to have divergent directories like that.

Now, the "Microsoft 365 Security Center" is "Microsoft 365 Defender", and here isn't Archive setting, but exists in "Microsoft Purview compliance portal", "Data lifecycle management", "Archive", before called "Security and Compliance Center".The dynamism of the cloud.

Both should be done on-prem side once licensing is done in cloud. Both can be done in either EAC or PowerShell on-prem.

In-place archive can be enabled for User1 from both Exchange Admin Center Online and On-premises. It can be enabled for User2 from from Exchange Admin Center On-premises
