The statement ask for ONLY PaaS. It is not possible to have only PaaS without IaaS. Then the answer is NO, even if Azure App Service and Azure SQL Database are PaaS.

Just to chime in, if this were the case, Microsoft Office would be described as "IaaS AND PaaS AND SaaS". There is no official documentation that makes that kind of convoluted explanation.

It mentions nothing about a VM, there is a Paas offering in Azure that is SQL databases which you don't need to spin up a VM for, that is why it is Paas
