If you have a tablet why don't you just use the portal GUI to do it instead of typing in a long command in CS. I imagine it's much easier to click instead of type.

You can still use the browser from the Android tablet to run the Azure portal, open the Azure cloud shell and then run the power shell or CLI bash command to create a new VM. Answer is YES!
