Does creating the policy itself meet the goal? Or does applying said policy? If the policy needs to be applied, creation would not be enough and the answer should be No.

Yes, because in a hybrid environment you're connected to Exchange Online. The fact that outbound email is routed via on-prem server shouldn't matter. Online DLP policy will still scan the message and if it has credit card numbers it will simply not pass it to on-prem for sending out.

This should be NO. In a Centralized Mail transport enabled config (Internet-bound messages routed through OnPrem) the on-premises Exchange server performs compliance, anti-virus, and any other processes configured by the administrator

It Should be Yes When a message is being composed in Outlook, the user can see policy tips as the content being created is evaluated against DLP policies. And after a message is sent, it's evaluated against DLP policies as a normal part of mail flow, along with Exchange mail flow rules (also known as transport rules) and DLP policies created in the Exchange admin center. DLP policies scan both the message and any attachments. It should be scanned before even sent to EXO to ONPREM.

Wrong, because mail is routed out from Exchange on-prem, so you need DLP Solution for on-prem.

Mail is routed to the on premise Exchange server, but "All user mailboxes are hosted in Microsoft 365".

In the real world, I'd do in on-premises in addition to EXO. This is because most companies use an on-premises Exchange server for anonymous mail relay, so if you don't put DLP policies on-prem as well, you have a risk of data loss.
