Correct, the first two steps, "Create product configuration group" and "Create sizes" can be done in any order and you will end up with the same end result. It is more common, though, that the configuration group is created first, as it can be reused for multiple products and with a different set of sizes for each product. For example, T-shirts can have sizes S, M, L, etc. while a model of shoes can have 40, 41, 42, 43, etc. as sizes. Both can use the same configuration group, if size is the only dimension. Thus, if I had to choose, I would say that creating the dimension group happens first, followed by the creation of sizes.
