Unless you change the Dashboard company image type (from Default) to Banner, the option to Change and Remove (Dashboard image) is greyed out. Hence, the sequence of steps #3 and #4 make sense.

If the sequence is 100 % strict I guess 50% would get wrong the sequence of the last two steps. Set to banner and load image or load image set to banner.
