Should not it be: - Create an authoritative accepted domain - Modify the default email address policy - Apply the policy It is not saying to replace the current domain with new.

Agree - 'Authoritative accepted domain'. It makes sense not to touch the production domain until the change is made to the default recipient policy.

Modify the default accepted domain: this will not cause an error for receiving email using adatum.com as it is still one accepted domain and there’s address policy for @adatum.com no mater adatum.com is the primary domain or not.
