Assign hierarchy purpose can occur after allocating the organisations. The last two aren't exactly sequential steps. You can add organisations to a hierarchy without selecting a purpose. You can change, add remove purposes when organisations are already added. Even Microsoft's document says that hierarchies can be re-used for multiple purposes therefore consider pre-existing hierarchies when planning.

Not really, "Assigning hierarchy purpose" is a step when you create a hierarchy, and "Add organizations to the hierarchy" is the next step of "Create a hierarchy". The answer is correct
