The main issue here is that the In-Place eDiscovery search in Exchange Online has been decommissioned ages ago. So if you have to do it for Exchange Onpremise then yeah, you have to first do the mailboxes and then the public folders. But if you have to do it in EXO you have to do it from the compliance.microsoft.com portal and there you can select both mailboxes and public folders at the same time. So basically this question is EOL.

The right answer cannot be the A: "You can use an In-Place Hold to place content in public folders on hold. But if you select the option to search all mailboxes in your organization, you can't use the search to place a hold on any of the content sources of the search."

nevermind. Answer A is correct. No One said that you have to search all mailboxes. only if you search all mailboxes you cant place them on a hold.
