C and E is correct The question asks how to reduce operational overhead (aka Helpdesk load) Self service password reset + Password Writeback = Less Helpdesk calls for PW resets thus reducing operational overhead.

the key point is "Help Desk" , so we are talking about passwords management which floods the help desk queue usually, So C and E can reduce the help desk efforts for sure.

The main point is "can reduce operational overhead for your company's help desk". So it should be C and D. E is not related to the "help-desk", that's related to admin. I endorse and agree with "akamal" posted above in the discussion, provided also links from Microsoft documentation.

SSPR without password writeback will cut the synchronisation connection between on-prem AD and Azure AD. PIM requires P2 license, AR is for managing user access to applications and groups etc. and conditional access app control monitors and controls app access and sessions according to their respective policies.

Answers C and E are correct as it helps to reduce the Helpdesk overhead in managing the Password reset and Writeback to the on-premise AD. ..No linked to PIM or P2 license.
