The visuals on the active page, and on all pages in the report, change to reflect the new filter.
B: You can sync a slicer and use it on any or all pages in a report.
1. On the Power BI Desktop View menu, select Sync slicers.

The Sync slicers pane appears between the Filters and Visualizations panes.

A & B are correct. For those who say just B; read the question again. No one said using slicers was mandatory. Filters can be used by end-users too.

In question, then mentioned what are 2 possible recommendations to achieve the goal. So, both options "A. Replace the slicers with report-level filters" & "B. Sync the slicers across the pages" can be used.

AB should be correct. At first quite confused on the page level filter. But it's logic that page level will only affect within the page. While the report may have several pages. So should set it at report level.

B & D ( as the replacement for slicer in the report view is Page level filter to give you more space in report for designing purpose- both do the same job )
