Yes, according to the documentation, you can only copy to a Sandbox instance. So that has to be the first step. https://docs.microsoft.com/en-us/power-platform/admin/copy-environment

I think reset will also remove your minimal copy (customizations), so not a real option. So the answer is as indicated (change to sandbox, minimal copy, change to production).

No, using minimal copy will not effect any data on both instances...

dmlstd is saying if you reset the instance, you will remove the configuration (minimal copy). If you've done a minimal copy, no data will me moved, just config. There is not need to reset as PalSarita said
