Why is the answer for the first question Yes? The file is deleted for the user, so they shouldn't be able to access the file. Retention policy will still keep the file but only an admin is able to restore/access the file at that point. Question is asking about whether the "user" can access the file.

Wrong. YYN. The file is created, not deleted. Why wouldnt users be able to access it?

Regarding this question, it is important to only consider the second policy, as it has a significantly longer retention period than the first.

The current setup for this in the retention policy is the at the file will just hang around. Since policy2 isn't going to auto delete anything, it'll just hang out at the bar and talk to the other files waiting for their ride. So, as of April, 2022 the answers are Y/Y/Y.

I don't think this is right. The retention period for policy 2 that takes precedence is 3 years. That's expired and then the user deleted it. Then even the recycle bin retention period expired. The total time since user deletion has been over 4 years.
