This isn't even detailed at all. Everyone should know what the registry is used for. Had they asked which key, that might have been too much detail. Normally you would create a GPO to modify the registry. BTW, it's the same for server 2019 and 2021 (preview).

This is indeed some strange question. I would also normally go for C. However I think the question is really related to the "Office Telemetry Dashboard" Config which will be discontinued soon. https://learn.microsoft.com/en-us/deployoffice/compat/deploy-telemetry-dashboard
