The question sounds to me like.. "Even you have something which has to be kept in on-premises, you have a choice to use a hybrid cloud model (so why don't you get started with Azure?!)". I would answer Yes and Yes.

Hybrid cloud is considered as more complex and requiring specialized IT skills to manage as per Microsoft documentations So for company that have few resources on-premises, i think the answer is to decommission them and go for public cloud than use a hybrid cloud unless there are specific requirements eg. keep the data on-premise

The answer is Yes. Hybrid is the only option if you still want to maintain both on premise as well as cloud. if you want to opt out then it is a No

Read the question they are asking in the second if they can use hybrid even with few on-prem resources, yes, you can even if is not cost-effective. if you want to keep something in on-prem you can do it.

why wouldn't I move to or have hybrid if I have few resources on-premises? to me, this sounds like it will cost if you have both cloud and on-premise for fewer resources you have at the moment. this question is so vague and debatable
