Think about this.... Fact: VMs host an OS (e.g. Win10, Linux, etc). Fact: VMs are considered part of IaaS solution Fact: Technically IaaS is providing an OS via the VM for the customer....same concepts applies to a SERVER which also hosts an OS (e.g. Win Svr 2019)....all of these OS's make the connections to storage and networking as well. With that rationale, the answer to: "Infrastructure as a Service (IaaS) provides SERVERS, VIRTUAL MACHINES (VMs), storage, networks, and OPERATING SYSTEMS to customers"....the answer would be YES based on how the statement is worded and the facts that are known. The trick to these questions is to not get caught up or look way deeper into the question beyond what it is asking. In a lot of these questions, there is a buzz word added that makes the answer more of a NO. That applies to all of these questions in MS-900 or for that matter, all questions on MS exams. MS purposely words these questions to try to get you to think beyond what they are asking. Try not to get wrapped around the axle.

Thats correct. You buy your VM and can pay extra to have whatever version of Windows/Linux you want installed. There is also Azure Hybrid Benefit which is a licensing benefit that helps you to significantly reduce the costs of running your workloads in the cloud. It works by letting you use your on-premises Software Assurance-enabled Windows Server and SQL Server licences on Azure. And now, this benefit applies to RedHat and SUSE Linux subscriptions too

IaaS is where you can deploy your own choice of operating systems to run on. If the cloud service gives you OS then it is a PaaS.
