"compliance testing completed" surely means that the test have been finished. If this is the case, then the answer would be general availability?

private->public->general->end-of-life (lifecycle) private & public differ in scope. Public has more users. These 2 stages are so that MicroSoft can gain feedback. The feedback received are test results. Private & Public are testing stages & the users are the guinea pigs. When testing is complete, product is released for general availability stage.

1-Private, 2-Public, 3-GA, 4-GA Private Preview: Limited access only for trusted testers or partners. Not announced to a wide audience. Public Preview: Available to a limited number of external customers who, for example, applied for testing. Already announced, but it may have bugs or limitations. General Availability (GA) covers two levels: after testing is completed (Compliance testing completed) and when it becomes available for purchase (Available for purchase).

Compliance testing completed could be Private because compliance testing is basically a kind of an audit which is done on the system to check if all the specified standards are met or not. Very hard to know for sure what the answer is but I would go for Private.

I think that "compliance testing completed", means is ready to use for all licensed clients, and have microsoft support https://azure.microsoft.com/en-us/support/legal/preview-supplemental-terms/#:~:text=Private%20preview%20%E2%80%93%20During%20this%20phase,to%20evaluate%20the%20new%20feature.

Answer given is correct https://docs.microsoft.com/en-us/microsoft-365/security/office-365-security/office-365-evaluation?view=o365-worldwide: "You can go to Settings to update your routing or turn off your evaluation at any time" And why would Microsoft release products that do not complete compliance testing?

I don't think compliance testing is correct. According to https://azure.microsoft.com/en-us/support/legal/preview-supplemental-terms/ items in preview should not be used for anything that contains PII or that requires heightened regulatory requirements (such as GDPR or HIPAA).
