Answer provided is correct "company supports an aggressive rollout of features" compliance is done after private as the first step QA is done for public review as second step Documentation is done at general availability at last step

Are you sure?? Comliance is usually when general release. QA when public preview Documentation when GA Microsoft states that there are no compliance guarantees or SLA before GA

Compliance testing is a process conducted to determine if a process, product, or service meets a set of requirements, based on internal or external standards or regulations so this should be Private.

wrong, GA is available for whole the public. You won't set it available for the whole public, when you are compliance testing. This will be done with a selected users. So answer is: Private, Public and GA
